South winds will develop and that should take temps back to above normal levels. However, we are making some tweaks to the forecast for Thursday, bringing better chances for showers into the picture. Clouds build early Thursday, and then scattered showers end up with about 50% coverage. Totals will be up to .25”, but still generally will be light. This will be priming the pump for Friday and Saturday. On Friday, Scattered showers a few hundredths to .3” or .4” with 70% coverage. We take a bit of a pause through the daylight hours Saturday, as action builds to our west. We wont rule out some action Saturday, especially in the far north and the far west, but we see the best organized and strongest intensity action from later Saturday afternoon and evening through the overnight, with everything finally coming to an end or moving out by Sunday mid morning. This will bring an additional .25”-1” to 90% of the state. Combined, that means we see three day rain potential at half to 1.5” over 80% of the state, with the remaining 20 percent getting wet, but likely falling short of the half inch lower threshold. This still is a bump up in total moisture from where we were in our forecast 24 hours ago. The map at right shows cumulative rain potential through Sunday midday.We should turn out dry for Sunday, although clouds may take a while to break up in spots. We see colder air coming in overnight Saturday night into Sunday as well. At this point in time, we think moisture will be gone before the coldest air is here, so while we are keeping snow potential on the back-burner for now, it could easily be cold enough for it. We will be below normal for Sunday. Then we start to see moderation as we kick off next week. We should be sunny and dry for Monday the 1st through Wednesday the 3rd. We can’t rule out some light rain on Thursday the 4th, bringing .1”-.6” and 80% coverage.The rest of the extended period is unchanged at this time. Scattered showers linger through Friday the 5th, with 60% coverage and amounts up to .4”. After a dry start to the following weekend, we have rain back form Sunday the 7th and Monday the 8th. Combined totals can be from .35”-1” over 100% of the state, although rains for Monday the 8th will be mostly from I-70 north. Drier weather completes the extended period for the 9th and 10th.

Vijayanagar (Karnataka), Aug 15 (PTI) The Inspire Institute of Sport (IIS), claiming to be India’s first privately-funded High Performance Training Institute, was today inaugurated in the presence of Olympic gold medallists Balbir Singh Sr. and Abhinav Bindra here. Spread over 42 acres, the Institute aims to provide a world class training centre which can provide Indian athletes access to the most advanced infrastructure, coaching and sports science within the country. It is an initiative led by the JSW Group. The Training Centre will house 300 athletes across five Olympicdisciplines of Boxing, Judo, Wrestling, Athletics and Swimming. Scouted athletes from across India will be offered full scholarships to train in a completely residential facility in Vijayanagar with access to world class infrastructure, coaching, sports science support and formal education. IIS has been recognized by the Sports Authority of India as a KheloIndia-accredited development center for wrestling and boxing. The initiative, is also supported by CSR funding from a slew of Indian and international corporates, a release said. Besides Balbir Singh Sr. and Bindra, others who were present at the inauguration ceremony included tennis star Mahesh Bhupathi, shooter Anjali Bhagwat and officials of the Sports Authority of India and JSW Group. zoom Oslo-listed owner and operator of LPG vessels, BW LPG has reported a loss after tax of USD 7 million in the second quarter of this year, trimming down the corresponding loss of USD 55.6 million from 2016.“The loss of USD 55.6 million in the same quarter last year was mainly due to an impairment charge on vessels and available-for-sale assets of USD 76.4 million while there was no impairment charge in the current quarter,” the company said.EBITDA for the second quarter amounted to USD 39.6 million, down by USD 12.7 million from the same quarter last year mainly due to a decline in LPG spot rates.VLGC rates averaged USD 28.8 per ton on the benchmark Baltic route, nearly halving to USD 21 per ton after starting the quarter at USD 36 per ton. The weakness in freight was driven by worsening arbitrage economics leading to substantial cargo cancellations in the U.S. Gulf Coast and continued above-average fleet growth, the company said.The global VLGC fleet currently stands at 253 ships on the water, with 29 on order. Fourteen ships have been delivered year to date, while three have been committed for scrapping.“Heading into the third quarter, there has been an uptick of fixtures on the long-haul US to Asia route going via the Cape of Good Hope (the longer route) rather than via the Panama Canal. However, this positive development on the distance side of the shipping demand equation is continuing to be partly offset by the adverse impact of U.S. cargo cancellations,” BW LPG explained.In July, BW LPG signed a contract to sell VLGC BW Vision as part of the company’s fleet renewal strategy. The 2001-built vessel is expected to be delivered in September 2017, the company added.As World Maritime News reported, during the same month, BW LPG and Global United Shipping India Private Limited teamed up on the establishment of a joint venture in India, BW Global United LPG India Private Limited.The JV, set to become operational by the end of the year, will own and operate a fleet of VLGCs for the transportation of LPG within Indian waters.

OTTAWA — Federal Infrastructure Minister Francois-Philippe Champagne says an overhaul of how the government approves funding for projects should solve concerns about construction delays and escalating costs.The government has been criticized for the slower-than-anticipated pace of infrastructure dollars leaving the federal treasury.For the rest of the winter, federal officials will sign off on plans so money and work are ready to roll come spring, which Champagne says will finally align bureaucratic processes with Canada’s construction season.The backroom change is one Champagne hopes will address public concerns that cities hold off work until they are sure the Liberals will chip in money, which also worsens cost overruns.Under the Liberals, planned federal spending on new roads, bridges, highways, trains and water systems over the coming decade has risen to $186 billion.As 2018 comes to a close, Champagne says there are some 4,400 projects worth $50 billion on the go, of which about $20 billion is from federal investments.The Canadian Press
